Russian government seeks to reverse law on gambling zones

The Russian Ministry of Economic Development has prepared a letter to Prime Minister Putin with a request to reconsider the law on the creation of separate gambling zones in the country as none of the four zones are ready to start operating on July 1, as the law stipulates.

The news was reported by the official governmental daily Rossiiskaya Gazeta Tuesday. The newspaper quoted its own source in the government.

According to the law signed in December 2006, the four special gambling zones were to appear in Russia on July 1, 2009. In 2007 the Russian Parliament passed a law banning gambling facilities anywhere other than in these special zones. The location of the gambling zones was in Altai Region in South Siberia, in the Far Eastern Maritime Territory, in the Rostov Region in South Russia and in the Baltic enclave of Kaliningrad.

Most of the Russian casinos and gambling arcades have already received notices from tax authorities that their enterprises will be closed as of July 1.

However, many gambling arcades will continue operating through legal loopholes. Club owners say that slot machines are in fact lotteries (lotteries are not considered gambling under Russian law), and casinos continue to offer games of poker through the Internet.
